Driver’s Ed Classroom Requirements
Must be 15 years old (or turning 15 within 6 months) to register
$415 fee reserves your spot (covers classroom + behind-the-wheel)
Attendance is required:
Missing or being late to more than 1 class = dropped with no refund
Makeup hours must be scheduled before/after school (not during the school day)
Classwork must be completed to pass and receive your e-blue card
No refund if work is incomplete
Behavior expectations:
If disruptive and asked to leave, you must make up missed hours
If asked to leave more than once = dropped with no refund
Cards issued on the last day:
E-blue card (proof of completion)
Parent card (if parent attends Parent Night)
No refunds for classroom or behind-the-wheel after one year of enrollment.
Instruction Permit Requirements
Must be at least 15 years old
Must complete 30 hours of classroom instruction
Must pass the vision test and knowledge (written) test
Must complete an application and pay the $29.50 fee
Knowledge tests are by appointment only at DVS exam stations → schedule at drive.mn.gov
What to Bring for the Knowledge Test
E-blue card (DVS email confirmation)
Two forms of ID (see ID requirements chart)
Social Security number
Glasses/contacts if you need them for vision
Parent/guardian (if under 18)
Behind the Wheel (BTW) Information
The Community Ed office schedules BTW sessions three months at a time.
Students and parents will be contacted by email when it’s time to schedule.
To be scheduled, students must:
Have their instruction permit
Have at least 20 hours logged on their driving practice log
We aim to schedule students around their 16th birthday so the information is fresh before the road test.
BTW fee (only): $325
No refunds for classroom or BTW after one year of enrollment.
- Students who fail to show up for their contracted behind-the-wheel hours will be charged $40/day
- Students who are late to their contracted behind-the-wheel hours will be charged $20 for every 15 minutes they are late.
Requirements for a Provisional License
To qualify, you must:
Be at least 16 years old
Complete classroom and behind-the-wheel driver education
Hold an instruction permit for at least six months with no moving or substance-related violations
Pass the skills (road) test
Schedule your test appointment online at drive.mn.gov (appointments open 30 days in advance)
What to Bring to the Road Test
Your valid instruction permit
Proof of insurance
Payment for the license ($32.50 by cash, check, or money order)
Your social security number
A parent/guardian/foster parent/program director to approve the application
The DVS email (e-white card) showing course completion
A signed driving log showing:
50 hours total (15 at night), or
40 hours total (15 at night) if a parent/guardian completed the Parent Class and turned in the certificate
With a farm permit, you may only drive:
- To perform work for your parent/guardian
- During daylight hours
- Within 20 miles of your farmhouse
- In cities with a population of less than 100,000 people
- An individual may perform farm work under the restricted license for any entity authorized to farm under section 500.24.
With a farm permit, you may NOT drive:
- To and from school
- To and from activities (sporting events, practices, etc.)
- To and from friends houses
- With other people in the car, unless an adult is present
In order to obtain a farmer’s permit (restricted license for farm work):
- Must be at least 15 years old.
- Must complete a driver education course and pass a road test.
- The applicant IS required to complete the 40+ hours of driving required after they pass their knowledge test.
- The applicant is not required to wait 6 months after taking the knowledge test in order to take the road test.
- An applicant for a restricted license must apply to the commissioner for the license on forms prescribed by the commissioner. The application must be accompanied by:
- A copy of a property tax statement showing that the applicant’s parent or guardian owns land that is classified as agricultural land or a copy of a rental statement or agreement showing that the applicant’s parent or guardian rents land classified as agricultural land; and
- A written verified statement by the applicant’s parent or guardian setting forth the necessity for the license.

*The Community Ed office will do our best to schedule a student for behind the wheel early, if they wish to obtain a farmer’s permit, but farmer’s permits DO NOT take priority over older students who are ready to get their license.
